He discussed what he sees as the problems with NHS procurement, particularly around too much centralisation, then talked about this applies in particular to NHS IT.
O'Brien said that the Conservative Party, if elected, would decentralise NHS IT spending, allowing individual trusts a choice of computer systems.
He said that an independent review, which he commissioned, will be published this summer. He promised that it will inform Conservative thinking on NHS IT, and hoped other parties would use it in a similar way.
