The move clears the way for the system that is used most widely by GPs in England to link up with the central electronic patient record created under the NHS National Programme for IT.
The first three primary care trusts which will move towards going live with Emis LV and SCRs are South Birmingham, Dorset and Somerset. Emis LV is used by 45% of GP practices in England.
It follows a test uploading of SCRs from West Heath Surgery in South Birmingham, a practice using Emis.
"I am delighted that Emis LV is now available to be implemented nationally," said SCR clinical director Gillian Braunold. "This will enable proper planning for SCR roll out as we now are technically able to create an SCR for the majority of the population."
At present, just 360,000 patients have SCRs in England, created from health records held in software from iSoft Syngery, TPP SystmOne, INPS Vision and Emis. iSoft and TPP's packages are fully approved for use in creating SCRs, while INPS's has limited approval.
